As of 1 January 2025, economic operators have the choice to apply the 2012 PEM Convention or the 2023 PEM Convention rules.
The so-called “transitional rules” do not apply anymore.
Moreover, goods considered originating in the meaning of the 2012 rules can also be considered originating in the meaning of 2023 rules for the purpose of cumulation, provided that certain conditions are fulfilled.
