The European Commission has adopted a new Delegated Regulation updating the EU list of controlled dual-use items under Annex I of Regulation (EU) 2021/821.

The update aims to strengthen EU-level oversight of emerging and strategic technologies while maintaining a level playing field for businesses across the European Union.

Among the newly controlled items are advanced semiconductor manufacturing and testing equipment, high-performance computing integrated circuits, additive manufacturing equipment for energetic materials, silicon carbide fibre production technology, advanced gas turbine compressor development technologies, and various other high-tech products and materials. Several technical definitions and control parameters have also been updated.

The revised control list will enter into force following publication in the Official Journal of the European Union, after completion of the standard two-month scrutiny period by the Council and the European Parliament.

Why it matters: Companies involved in the production, development, export, or transfer of advanced technologies should review the updated control list to assess whether their products, software, or technologies are now subject to additional export control requirements.
